Is there a way to access remote play settings without using Restore Default Settings?

I wanted to see if Remote Play could work without having to be connected to the internet, especially when I've yet to update the software on my PS3, and after doing that just out of curiosity (and seeing how limited it really was after all these years) I wanted to unregister it from said PS3. Unfortunately for me even though I've deleted it from that list, it still says it's registered to it, instead of going back to saying (Registered to -) or however it's supposed to go. So is there anything else that could be done to make that possible without reverting all the default settings?
