Multi-Slot Load Order?

I'm working with a MV4-FS. Sometimes, on first boot, it loads the second or third slot first. Most of the time, it boots to the game on slot 1. I can switch normally between games after boot, regardless. Is this normal or a warning sign? Anyone else experience that? It doesn't bother me, I just want to make sure it's not indicative of future problems with the board.
