Trying to identify a PS1 flying game

Hi there, I'm struggling to find a flying game I used to enjoy when I was a child.
From what I remember, the flying is similar to Ace Combat, being 3D, however aircraft in the game are all fictional, there is a story, with the characters being anime drawn, I believe there was voice acting but I'm unsure. I'm not 100% sure but I do think you can customise the aircraft too. I get the feeling the game is Japanese, but had a western release with English.
Any suggestions or ideas?
