Patching Dino Crisis PAL

I have the Dino Crisis ROM File here and it doesn't load up. The US-NTSC Version works! I think I need to apply a Protection Fix to this but unfortunately I don't have access to a Windows PC. Is there a way to apply the PPF patch on macOS? I found a PPFApplier but it doesn't work.
