Composite video issue

I have the exact same problem that is described in this thread: https://www.reddit.com/r/raspberry_pi/c ... &context=3

But the solution (boot to CLI, no auto-login) doesn't work for me. I am on a pi 4B, 4GB running 32-bit raspbian. Is there any other workaround/fix? I find it hard to imagine that a port on the raspberry pi has been unusable for years with no fix.
Note: I have the same initial problem as that user, but my video never comes back after the "welcome to pi" flash. I've waited almost 10 minutes, so I doubt it's STILL booting. Also, if I plug in an HDMI while the screen is black, I immediately see the login screen on the HDMI. So I think it's always there, just not being output to composite.
The only edit I have made to my config.txt is adding enable_tvout=1
