Can this project be done? How time intensive or what costs am I looking at

Clone my PC name & spoof MAC address to RPi4
Install and Set HMA VPN on RPi4
Connect RPi4 to Internet via Ethernet port cable & register device on new LAN network
Install Wifi Hotspots (2.4Ghz, 5Ghz) capability on RPi4
Create new hidden SSIDs for hotspot use and limit connectability to only TP Link extender
Make RPi4 never turnoff or go offline (and if it does to reboot and remember all previously saved settings)
Connect TP Link extender to newly created SSID hotspot
Connect my devices to and access internet via TP Link extender
