Preparing a Raspberry PI OS Lite image and disable console-setup

I am trying to build a image through packer and the default latest raspberry pi os lite image and disable the console setup that pops up every time I build a fresh images. I there a way to set it up correctly so it does not get triggered?
I have googled all around but could not find anything.
