Pi 4 4GB is unbearably slow in fresh Raspberry Pi OS install

So... I've tried just about all I could think of so far to get this thing to run like I see others do it, but I just can't seem to.
I've tried using both a 32GB Samsung SD Card, and a Lexar 32GB Flash Drive to install and run the OS off of the Pi, but even after multiple formats and clean installs, doing so much as opening the Terminal and clicking in and out of that takes about or over 5 seconds. CPU and Memory usage is low, and as I mentioned in the title this is a fresh install, so I must be overlooking something, right?
I just aim to use it mess about with some python stuff, but I can barely make the system itself function, much less any IDE. Any help is appreciated!
