how to install libcamera and picamera2 in raspberry Pi 3

I am trying a simple image recognition project with tensorflow 2 which I found to be quite a pain to install on raspberry Pi. I ended up using a 64 bit aarch64 platform where I was successfully able to install tensorflow but quickly noticed that picamera does not work anymore. Now I think libcamera has been installed successfully in the platform but I am not able to install picamera2 in the system.
