Super Hang On Issues

I've recently bought a Super Hang On for the Sega Genesis for a fairly cheap price (less than $5) and as i don't remember playing it myself as a kid when it was released, i have no background to tell if it's supposed to work this way... when i press the D pad it's pretty unresponsive but i'm talking about maybe a second of "lag"... did i buy a defective cartridge?
