Need Help Diagnosing: TurboDuo CD Spins Up, Then Spins Down

The CD-ROM² is an add-on attachment for the PC Engine that was released in Japan in 1988 and allows the core versions of the console to play PC Engine games in CD-ROM format in addition to standard HuCards. This made the PC Engine the first video game console to use CD-ROMs as a storage media.

Need Help Diagnosing: TurboDuo CD Spins Up, Then Spins Down

Hello,
I have a TurboDuo that was working until recently. It all started when my game, of Castlevania X, was moving along just fine and it froze. I powered it down, powered it back up, and the drive will either attempt to spin and shortly spin down, or it won't spin up at all. I was able to get it going by "assisting" the CD-ROM drive with a pre-spin and I was getting away with it for a bit, but now nothing will get the game going :-(

I'm hardly an expert in anything, but I'm thinking the motor behind the disc spin has gone bad? I've uploaded a video to help with the troubleshooting.
