Super CD Rom2 3.0 vs 2.0

The CD-ROM² is an add-on attachment for the PC Engine that was released in Japan in 1988 and allows the core versions of the console to play PC Engine games in CD-ROM format in addition to standard HuCards. This made the PC Engine the first video game console to use CD-ROMs as a storage media.

Does anyone know if the different versions of the CD-Rom cards actually provided any new capabilities to the game developers or was it strictly more ram? I had always believed some improvements existed (I thought I remembered the Duo videos claimed scaling and rotation), but it might have just been marketing hype from the time.
