How comes no Mega Man game was ever made for the TurboGrafx-CD?

The CD-ROM² is an add-on attachment for the PC Engine that was released in Japan in 1988 and allows the core versions of the console to play PC Engine games in CD-ROM format in addition to standard HuCards. This made the PC Engine the first video game console to use CD-ROMs as a storage media.

I'm a huge Mega Fan of Mega Man and at the same time i'm interested at the world's first CD-ROM "console" released, in that system there were several Capcom games, like Forgotten Worlds, Street Fighter (as Fighting Street), but especially Adventure Quiz: Capcom World. However, the latter marks the ONLY time a Mega Man character has appeared in the PC Engine CD being Dr. Wily. But what about the Robot Masters? What interest me in the series is the Robot Masters. So i played Adventure Quiz: Capcom World and get to the second boss (which is Dr. Wily), just to see if Mega Man himself atleast got a mention, but the game was so boring.
